Coming Soon - Pakistan’s First Foundational Learning Landscape Analysis 

In April 2024, the Pakistan Foundational Learning Hub will publish the “Pakistan Foundational Learning Landscape Analysis”. This blog will present the main questions that the Landscape Analysis aims to address. 

What is the problem? 

Pakistan is facing a learning crisis: nearly 4 out of 5 children in the country cannot read and understand a simple text by the age of 10 (as shown below), while less than 10% of children are achieving the minimum level of proficiency in mathematics by grade 3.

There is a pressing need for improved communication and coordination within the sector. The Landscape Analysis seeks to:

  • define foundational learning

  • capture reliable, consistent, and up-to-date data on foundational learning

  • understand key actors and progress in the sector

  • learn from what has worked in the past, and what has not

What questions do we address in the Pakistan Foundational Landscape Analysis? 

  1. What is foundational learning and why is it important in the context of the learning crisis?

  2. What are recent and current policies shaping foundational learning practices in Pakistan?  

  3. What are current reading and numeracy levels in Pakistan (and how do they vary by province, age, gender, rurality etc.)? 

  4. What are the key factors impacting foundational learning in Pakistan?

    a. macro factors (those beyond the education system)

    b. meso factors (those within the education system but beyond the school)

    c. micro level factors (those at the classroom/school-level)

  5. What are the key actors and initiatives recently or currently working in foundational learning in Pakistan, with a focus on what works and what is/has been their impact? 

  6. What are key lessons learned on the state of foundational learning levels in Pakistan, and what actions can the Ministry of Federal Education and Professional Training take forward?

When will the Landscape Analysis be published? 

The Landscape Analysis will be published in April, 2024. This can be a guiding document for the sector and used as an evidence base to feed into federal and provincial foundational learning policies.
